Workshop of unmanned aircraft Jan. 30, 2012 (DGAC)

During this workshop, which was attended by many people; designers, users or simply customers looking were for someone to talk to in order to find a solution to their problems.  During this time, there was a reminder of the rules, followed by a question and answer session as well as the discussion of specific points selected by the DGCA (Directorate General of Civil Aviation).

During the first 40 minutes, Mr. Claude MAS, Sébastien TRAVADEL and Thierry Lempereur of the DGAC clarified many problem points within and outside the field of aerospace regulations (very unclear for some). They also presented papers and stopped, having served the introduction of unmanned aircraft.

Using this presentation, we were able to see that, generally, the world of drones is thriving. The  ICAO (International Civil Aviation Organisation), the EU and many countries are reviewing air traffic rules for unmanned aircraft in normal airspace.

France, too, is preparing new legislation and goes a step further than any other country. French regulations concerning RPA (Remotely Pilot Aircraft) allow flight conditions less restrictive than those of other countries for these types of flights and on a trial basis France permits more flights that are out of sight.

In the second part of the program, the DGAC gave the floor to different speakers in the room. The questions mainly concerned a particular scenario (S4) which would allow the flight of an unmanned aircraft without an external controller. Such a flight would require very careful preparation to maximize the safety of others, the unmanned aircraft and its machinery would make this very difficult to implement.

 

The DGCA has also clarified the recurring problem of administrative procedures, saying that the MPA (Manual of Particular Activities) would be simplified.

When an operator provides an MPA filled with equipment designed for maximum safety, the DGCA through RMC (Regional
Management Committees of airspace) MPA can summon a simplification of authorization requests. That is to say, for the first application, the operator provides the MPA but for the next time, the MPA is validated, the process will be faster.
 
Another sensitive point of the workshops was flying over people and the assembly of people of people. According to the decree, it is forbidden to fly less 50m over third parties. Different speakers working primarily in the field of cinema defended the need to fly over people and film them. It was decided that all people who could be flown over must sign a waiver stating that they are aware of the fact that they will be flown over by an RPP. The DGCA has also shown the power of decision of the Prefect in S3 situations  (public area for human risk).  Many stakeholders were wondering where to turn for overflight permission of a populated area (the largest market share for RPPs).

The program ended with specific issues such as airspace and radio frequencies. Regarding the latter, the DGAC made a point of the fact that international institutions that were on the project  were to allocate a specific range of frequencies to UAVs (5GHz) She also spoke of the frequencies used for video, that they do not depend on the DGCA but on the ARCEP to whom the stakeholders must refer to in order to know which frequency to use.

 

To conclude, the workshop was very positive for the DGAC which will be able to make some final adjustments before publication (expected sometime in March).
